Chart Title: You can create a title for your chart. Use the text field to enter a title and click the button to the right of the text field.

Report Year: By default, the chart displays actual and forecast spending from the latest trustees report. But you can change to look at the reports from previous years.

Data Range

Start Year: You can select any start year you want using the dropdown control in the table heading. At the top and bottom of the dropdown only years ending in “0” are shown. Select a start year to get close, then select the start year you want.
End Year: You can select any end year you want using the dropdown control in the table heading. At the top and bottom of the dropdown only years ending in “0” are shown. Select an end year to get close, then select the end year you want.

The chart shows a forecast from an annual government report for the cost, in percent of GDP, of the federal government’s Social Security program for seniors through 2095. It shows the individual cost of the two major parts of Social Security: the Old Age and Survivors Insurance (OASI)program and the Disability Insurance (DI) program. See the Social Security Administration’s website for more details.

The numbers are obtained from the SSA’s Reports from the Trustees using numbers from two spreadsheets here. The overall cost of both programs as a percent of GDP is obtained from a table called in 2018 “OASDI and HI Annual Income, Cost, and Balance as a Percentage of GDP.” The breakdown in cost between OASI and DI was obtained form a table called in 2015 “Annual Income Rates, Cost Rates, and Balance.” The names of the tables change slightly from year to year.

  • Select the report date: Select the OASDI report for a different year.
  • Select the year range: Select the start year and the end year you want by selecting the years you want in the two year dropdown boxes.
  • Choose chart features: You can select the size of the chart, select color or black and white. You can also blow up the chart to fill the screen with the “full screen” tab control above the chart display.

Federal Deficit, Receipts, Outlays Actuals for FY18

On October 15, 2018, the US Treasury reported in its Monthly Treasury Statement (and xls) for September that the federal deficit for FY 2018 ending September 30, 2018, was $779 billion. Here are the numbers, including total receipts, total outlays, and deficit compared with the numbers projected in the FY 2019 federal budget published in February 2018:

usgovernmentspending.com now shows the new numbers for total FY 2018 total outlays and receipts on its Estimate vs. Actual page.

The Monthly Treasury Statement includes "Table 4: Receipts of the United States Government, September 2018 and Other Periods." This table of receipts by source is used for usgovernmentspending.com to post details of federal receipt actuals for FY 2018.

This FTS report on FY 18 actuals is a problem for usgovernmentspending.com because this site uses Historical Table 3.2--Outlays by Function and Subfunction from the Budget of the United States as its basic source for federal subfunction outlays. But the Monthly Treasury Statement only includes "Table 9. Summary of Receipts by Source, and Outlays by Function of the U.S. Government, September 2018 and Other Periods". Subfunction amounts don't get reported until the FY20 budget in February 2019. Until then usgovernmentspending.com estimates actual outlays by "subfunction" for FY 2018 by factoring subfunction budgeted amounts for FY18 by the ratio between relevant actual and budgeted "function" amounts where actual outlays by subfunction cannot be gleaned from the Monthly Treasury Statement.

Final detailed FY 2018 actuals will not appear on usgovernmentspending.com until the FY 2020 federal budget is published in February 2019 with the actual outlays for FY 2018 in Historical Table 3.2--Outlays by Function and Subfunction.
